Rigid-hull inflatable smallboats, better known as a Safeboats shepherded the spectator craft into
appropriate locations prior to the fireworks display. They had their hands full all night. flitting from
place to place intercepting vessels drifting off station or getting too close to each other
or to the fireworks barges. Many of the spectator craft had a hard time handling the changing
tides in a very crowded stretch of water. These vessels along with a small number of NYPD
patrol boats were the last line of defense in cordoning off the area near the firework barges.
