THE CHANGE OF COMMAND CEREMONYThe Change of Command Ceremony is a formal, time-honored tradition of the naval services. Custom has established this ceremony to be conducted before the assembled persons of the command, to formally restate the continuing authority of the command. The change of command is a transfer of total responsibility and authority from one individual to another, designed to strengthen the respect for authority that is vital to any military organization. Aside from the legal implications, the ceremony affords personnel of the command, guests, and the community at large, the opportunity to recognize the achievements and service of the departing Commanding Officer, while at the same time welcoming aboard the Prospective Commanding Officer. The heart of the ceremony is the formal reading of official orders by the relieving Commanding Officer, and the Commanding Officer to be relieved. Command passes upon utterance by the relieving Commanding Officer, "I relieve you!" To which the Commanding Officer being relieved responds. "I stand relieved!" Command is a special trust and privileged responsibility that is not given lightly and certainly not given to everyone. No assignment demands more responsibility, leadership, and diversity of skills, nor gives greater satisfaction. The strength and success of today's Coast Guard stems in part from the observance of these customs and traditions, each founded on need, contributing its share to stability, mission effectiveness, and the smooth transfer of authority. This simple ceremony, passing authority and responsibility to yet another fine Commanding Officer marks a significant milestone in ones career and reflects the dedication of free men and women serving their nation proudly. |
